Parking Charge Notice APCOA

Hi All,
I would really appreciate any help with this one please.
A parking charge notice was received from APCOA at BHX airport. It is the usual pay now £50, after 14 days pay £100 after 28 days if not paid expect debt collectors or legal proceedings. I am sure this all sounds familiar....
The parking charge notice states:
'notice is hereby served to the registered keeper of vehicle....'
'for the alleged contravention of failing to park in a designated parking area'
'the alleged contravention is a breach of the terms and conditions of use of the car park infrastructure where signs are clearly displayed throughout the area showing these terms and conditions'
The amount of days between the incident and issue of notice is 32 days. There are 4 pictures, 1 number plate, 2 are the same and 1 of them showing a person. The time span of these pictures is less than 5 seconds.
I would really appreciate any help with this one please.

appeal as KEEPER (not DRIVER) using the blue text template , no changes
no blabbing about who was driving
they will refuse and issue a popla code
then copy , paste and adapt a recent BHX popla appeal, saving as a pdf and submitting to popla by choosing OTHER on their website and uploading the pdf to their bin icon
when APCOA see this appeal, they will tell POPLA that they do not wish to contest your appeal

I have written following:
I had a passenger in my car who was catching a plane. My passenger who was already in my car jumped out of the car whilst I was stood stationery waiting at a zebra crossing as someone was crossing the road. I did not purposely avoid going into a car park to drop someone off and I have paid for parking whilst there so I feel that this is very unfair as I did not stop to allow them out but to allow someone to cross a zebra crossing so I would like to appeal this fine. My car registration should be visible on the cameras entering the drop off/pick up zone.0 -
nope, very foolish to admit to being the driver and very foolish to describe the events
do what I said, its a lot easier and a 99% win due to bylaws not being applicable to keepers of vehicles
a keeper is not liable for this, so nobody cares what the driver did, appeal as keeper with the blue text template and dont mess about
people who blab about what happened and they were driving could easily lose and cost themselves money, OR be taken to magistrates court within 6 months and lose and get fined, you dont want either0 -

Re PCN number: ....
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a formal complaint about your predatory conduct to your client landowner and to my MP.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require ALL photos taken and an explanation of the allegation and your evidence, i.e.:
- If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
- If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. If you fail to evidence the actual grace period that applies at this site or suggest that only one period applies, this will be disregarded as an attempt to mislead. In the absence of evidence, it will be reasonably taken to be a minimum of twenty minutes (ten on arrival and ten after parking time) in accordance with the official BPA article by Kelvin Reynolds about 'observation periods' on arrival being additional and separate to a 'grace period' at the end.
- in all cases, you must include a close up actual photograph of the sign you contend was at the location on the material date.
Formal note:
Should you later pursue this charge by way of litigation, note that service of any legal documents by email is expressly disallowed and you are not entitled to assume that the data in this dispute/appeal remains the current address for service in the future.
