Does it say parking fines which can only be issued by councils and the police.

So, as per the T&Cs, Europcar is entitled to pay early & invoice both the money they paid & the administration fee to me.
The only option to recover it is to launch a successful appeal against UKPPO and then send this as evidence to Europcar, which I find unlikely since Europcar has already paid?0 -
you have no chance re the PPC you can not be taken to court for this if you live in Germany.You need to reed the car hire terms and conditions .... I bet it does not mention parking invoices....you really need to start a new thread / discussion so as not to get things confused ...visit the start page

I'm sure Europcar will have signed up to their trade association's (BVRLA) agreement with the BPA about how to deal with private parking tickets. Please read their Memorandum of Understanding and check where they have diverged. There is, I think, an Ombudsman who might be able to help, again, check it out.You could also speak to your credit card provider and discuss a 'charge back'. You cannot appeal if the charges have already been paid.
They are not fines.
The hire company had no business paying these charges. By doing so they have denied you your right to appeal and to an independent appeal. This assumes there was nothing in the hire agreement to this effect. Normally they only refer to fines, penalties, or traffic violations from an authority. A PCN from a PPC is none of these things.
If the hire company is a member of the BVRLA, then they should already know this because this hire/rental vehicle trade association has told its members not to pay private PCNs and not to charge for doing it.
They are instructed by the BVRLA to pass the hirer's details to the PPC and may charge a fee for doing so.
If the hire co had passed your details to the PPC, they would have absolved themselves of any liability. If they haven't done so then it is not your problem. It's up to them to get their money back (which I doubt they can) and train their employees better.
I suggest you write to their head office and the depot manager stating the above. Check if they are BVRLA members as well.
Your main task is to put the charge in dispute with your card provider as fraudulent and ensure it is not paid on your behalf. You may need to explain the above in writing when you do.
You have no dealings with the PPC and do not need to contact them. They got their money and are laughing at the hire Co's stupidity.
You do not owe the hire Co anything so tell them that you won't be paying and you will issue a charge back if they succeed.
Your main fight is going to be with your card provider so that's what you need to concentrate on.

I'd be interested to know how many people have had a Covid-19 discount offer from bwlegal? I'd also be interested to know if anyone has a clear idea of how the present court workings affect new court hearings? I've tried using the court website but it's not too illuminating. Does anyone know exactly which court has jurisdiction (in UKPPO's opinion) and how best to contact them?0

Various accounts on here of how a few court cases went , plus coupon mads thread about telephone hearings where members like Bargepole have commented , but it's as ongoing as the PPE crisis and so we may not know for a few weeks or months
Ask in 6 or 12 months time and a clearer understanding will have emerged on various fronts , be it covid19 or telephone or video by zoom hearings
I read threads daily and soak up the information in them , plus it helps to keep on top of it at the moment , just like watching c19 programmes

Yes I agree, it looks to me like a typical try-on to extract money from people who simply wish the problem to go away. I wonder, however, if it has been circulated generally, whether it could help drive a nail into their coffin by demonstrating that they are offering discounts unrelated to any saving in the same way that they have added charges unrelated to any discernible cost?
Could it also be something the news-starved media may find interesting as an inappropriate use of reference to the present crisis to extract money from people who they are harassing?

It wont help, as "discounts" are usual - its a settlement, after all. Its usually between the two extremes of 0 and full amount.5
