I haven't trawled back through this entire thread, but wasn't your 'violation' for stopping on a road? That's nothing whatsoever to do with a private car park. If so, time to fire a complaint to the DVLA and the ICO that your personal data has been accessed and released 'without reasonable cause' (use those words). See what response you get.

I have reason to believe the way in which these requests are being made to DVLA could contravene the regulations in more than one way. Apologies for the delay in sharing some useful info - I had some time on my hands being isolated in one room away from the rest of my family and this has not made it to the top of my to do list until now. If only my main worry right now was a parking ticket like last year! Anyway - I can see that this is still ongoing for some people (if not temporarily on hold) so thought I would put together the info I had if it's still helpful to anyone. I've just had a look at the alleged contract between the scammers and Park and Fly, who in turn appear to have a contract with the Airport to operate car parks.
It says: -
You Are; Our customer responsible for the land in question. (Presumably Park and Fly)
We are; The UK Parking Patrol Office Ltd.
Then it says,
2: You may issue a Penalty Charge Notice
3: We agree to process and enforce all PCNs issued on the land in question.
What this "contract" is saying is that Park and Fly will issue PCNs and UK Scammers Inc will do the back office work. There is nothing in the contract to say that UKPPO can issue PCNs in their own name or issue court claims.
The signatures of this contract are not legible, there is nothing to say that the first signatory actually works for Park and Fly, and there is no indication of the position of the signatories in either company so there is nothing to say they are authorised to sign the contract.
According to section 44 of the Companies Act 2006, only authorised signatories can sign a contract for it to be executed (valid). The Act (law) requires TWO authorised people from EACH party to sign, or a Director AND a witness to the signature to sign.

Since only one unidentified person from each company has signed, the strict requirements to execute the contract have not been performed.
You should aver that the signatories are not authorised to sign in accordance with the Act (law) and require the scammers to prove the contrary is true.
The contract also states that it will stay in force for three years from the date of signing, which is the 1st of June 2015. There is no proof that the contract has continued since, therefore any PCNs issued after the 1st of June 2018 are outwith the contract terms and thus UKPPO had no reason to request keeper details from the DVLA.
This is a DPA/GDPR breach as well as a DVLA KADOE breach.
This should result in complaints to the DVLA and your MP, and possibly a counterclaim.

I've just spent some time reading Bounty Hunter's files which were easy to access. First of all, thanks to him for taking the trouble to continue to support the group in this way. It displays a selflessness and generosity of spirit rare in this age.
I will certainly be making good use of the contents when NIAL's agents eventually decide I'm the next victim for fleecing - if the reduced income from car parking during the present crisis allows them to survive long enough to resume claims!
It strikes me that the enormous amount of work done already should present an opportunity to appeal to the court system to stop these claims on the grounds of vexation. That won't happen unless sufficient people or a sufficiently influential person takes up the case with the relevant court officer. There was an earlier suggestion that an approach be made to a judge; did anything come of it?4 -

Many thanks for the good advice contained in the forum & this thread specifically. I've tried to read most of the advice that's already been posted however I also felt that my circumstances were slightly different.
I live abroad (Germany). I had a rental car for a single day, for which I was served 2 PCNs in NCL Airport. First one was while stopping on the road for 30 seconds to pick up my colleague, second one was while stopping for 30 seconds to drop him off. The rental company has already paid the reduced fine (GBP 60) "on my behalf" and is now trying to recover it from me (together with GBP 40 administration fee per fine, total GBP 200 for both fines). Do I stand realistic chances of successful appeals after the PCN having been paid already? What is the recommended course of action as far as paying the car rental company?
