That's a sound argument for driving at an appropriate speed, rather than relying solely on a posted speed limit.
Its a sound explanation of why speed limits exist. Motorists often ignore or are ignorant of risks so need to be restricted.

You mean like, for example, Lewis Hamilton?
From memory, on Top Gear he said he drives a nice but not fast diesel. He doesn't try to drive fast on the roads because presumably he understands the risks.

When I lived in the UK I would regularly speed , my journey took me down the A21 to the Tonbridge turn off , there were never any police about(mid '90s) , then a change of career path , I joined the police, being first on scene to a fatal collision involving a 5 year old child , soon curbed my ways .

Gross simplification. Depends on the speed. You will burn quite a lot more fuel at 20mph than at 50mph.

And he would probably get an endorsement on his F1 licence if he was caught speeding

Or maybe he got pulled for reckless driving in Australia in 2010. From memory. What ever.

Its socially acceptable because the vast majority of time there is no repercussions.

The same could be said for not wearing a seatbelt. If I'd never worn a seatbelf, the repercussions would be zero. Not once has my seatbelt been of any use.

But that doesn't mean it's ok to not wear one.

True. In fact, I think there's evidence that 20mph zones actually increase pollution compared to 30mph.

    That's exactly the same justification.
