I have an ISA with Skipton which ends on the 14th Dec (was 6.5%), they are now offering me a 3.2% 1yr and a 3.8% 2 yr deal, both have access for a 90day interest penalty.
The Bradford and Bingley one Martin mentions in the article has no access at all and is a lower rate.
I'm opting for the 3.8% 2 yr deal at Skipton.

My parents want to open a cash ISA with a high street bank/building society with branch access rather than have a postal or online acount. Does anyone know what the best deal is with your typical high street bank or building society? They would like to tie in the money for one year max, no longer, and have the full £5,100 to invest in one go.

Possibly Abbey at 3% is the best High Street 1yr fix at the moment.

It's also a variable rate, not fixed.0
