So it basically means that they cannot hold my charge for it if they don't know it was me driving? Or am I mistook? As well as it says to keep all papers for 5 years, does that mean they could come to me again after 4 years and say its not been paid?

only a driver is deemed legally responsible for their actions in Scotland
ie:- you currently do not have the law named POFA2012 like we do in England and Wales, which can hold a keeper liable (some laws and rules are different in Scotland)
ECP wrote to the keeper as they have NO IDEA who was driving, so keep it that way
the small claims court in Scotland (the simple procedures - google it) has a time limit of 5 years before it becomes statute barred , its been that way for decades, plus it has nothing to do with "parking", its the law for civil court claims
yes they can and they do harass people when it gets close to being statute barred, hence why we want you to get the MA or landowner to get it cancelled asap, to save up to 5 years of hassle0 -
Thanks for this, well in my email to Starbucks I never said I was the driver, I always stated it as "the driver" so I will 100% keep it that way, again if it goes to the M.A I will obvs put it through here first for approval then go ahead and send it. If they don't know who was driving, how'd they send it to me, how'd they get my info?
As you say I don't want to have 5 years of the hassle for a simple "parking PCN"
So we stand again, we wait for Starbuck to get back and then we see what we do from there? I keep all PCN papers and everything I get from them just in case and that's it.0 -

have you learned nothing about this saga ?
the DVLA in Swansea have a list of registered keepers (not drivers) and against each VRM they have the name and address of the person who is the registered keeper
presumably , YOU are that keeper , so ECP contacted the DVLA, paid a few quid and got your personal details (name and address)
if you check your V5C, you will find your name and address on there, listed as RK
so ECP contacted the RK, ie: YOU
this isnt rocket science , its basic common sense
the same would happen if your vehicle was snapped speeding by a speed camera
you the keeper would be invited to either deal with it yourself OR to name the driver if you were not the driver
this pcn is no different, you are the contact, so you are contacted , simples (even IGOR the meercat would be saying , simples)
so if SB wont help, put the same query to the MA , JUST DONT GO TELLING ANYONE ABOUT WHO WAS DRIVING0 -

That's probably the best plan to go from now, as well as maybe finding the M.A in case Starbucks can't help, or would you guys wait to see what Starbucks do first then find the M.A?
I didn't tell anyone who was driving, you can read what I told Starbuck's. I never stated who was driving.

How would you find the M.A of the parking, I've looked around and can't find anything, only seem to find that there is a Unit for let and several non-helpful things? Any idea on how to know who to contact?0

The Unit for let advert has an email and name, they always do.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
