as its a retail park a Managing Agent ( M.A.) will run it due to their being several businesses on the site, so complain to the retailers you frequented plus the M.A. as well
they must know who they pay the rent to

Thing is, parking is free in the area but only for 3 hours. How can I go into starbucks and say its their fault when they have nothing to do with the actual parking itself. I dont get it. Same goes for all the shops there... what would they do to cancel the fine anyways or how would that work?0

so contact the M.A. then, if they employed the par@sites then they can cancel any outstanding parking invoices (its not a "fine", so no point using the F word, to anyone)

if you had paid for and received a bad coffee in starbucks your complaint would start with them, if they pass you onto the head office or the M.A. you would continue with them
a complaint is a complaint, the trick is finding out who you can complain to and if they have the power to change what happened or deal with it
doesnt matter what the issue is, you find the person responsible and moan until they do as you require0 -

because they should have a terminal where you can extend your stay or add you to a whitelist of vehicles for the day if you are spending more time and money with them !!

I have read all the newbies forums but they all seem to call the store which I am unable to do as my phone is broke, so I need to email them but to do so I need to email Starbuck customer service and have them direct me or them act on it. But I'm still unsure of how I should write to them, I was going to send them an email and write something along the lines of....
"Dear Starbucks,
I wish to address a complaint to the Starbucks store located in Hamilton, South Lanarkshire in Palace Grounds. I have tried calling the number for this specific store but I have been having problems with my phone and hence why I am sending you this email. If you could pass this onto the correct person that would be great as we all if anything needs to be done, please feel free to contact me.
I had visited your Hamilton store to complete my final assessment on the 14th of November with several friends on mine to complete my UNI project, the driver drove to your Hamilton establishment, where I had to use your wifi to complete my UNI work, as well as consume your beverages and food. My wifi at home was out and I had to work on my project urgently so I thought coming to Starbucks would be the best approach, as well as being a regular customer to this store and buying a lot of beverages.
After staying in Starbucks for over 4 hours finishing my work, and consuming several beverages and sandwiched between me and my friends, using a lot of our well-earnt money, I went home peacefully at mind for having completed my work. Only to wait 9 days and receive a PCN through the driver's mailbox for basically overstaying our welcome.
I have been coming to this Starbucks for well over 3+ years now and I think it's outrageous that the drivers have to pay £70 due to being in your establishment consuming your beverages and doing the work that needed to be done. The only way I was going to get my work done was coming to Starbucks, as you provide free wifi and space to be able to work peacefully as well as having a beverage. Now the driver has to pay a PCN for staying 1 hour over the time limit!? I can ASSURE YOUR I will not be coming back to your establishment as I think its pathetic that this has occurred, and that for staying in your establishment as well as consuming your beverages, giving you money and now because of this, the driver now has to pay even MORE money! I hope you contact Euro Car Park or whoever is responsible for this commotion and get it sorted and canceled immediately.

Looks fine to me, although you could be a little less ranty and more polite towards the end. You never know, the person reading it might be minded to help. Starbucks have cancelled PCNs before.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
