Not sure why you are moving the parameters to get a point? The OP opened up about speed and the posted limits.
If I got into a taxi vehicle and it odours remained, who is to say they are not from the previous passengers?

Didn't you also move away from the point about speeding by referring to people driving with failed headlights?
If you feel able to move the goalposts, why can't others do the same?

Yes, the smell may be from a previous passenger which is why I specifically mentioned this along with the driver slurring his speech.

I once, as I was getting out of the taxi, said to the driver
'Would you like a tip?'
'Of course' he said
'Well don't drive like a bl00dy maniac in future and your next passenger might tip with money!' said I

You're suggesting slurring is contagious?
In reality, I wouldn't know around here if their speech is slurred from intoxicants.
As it's their livelihood I would trust that they keep themselves reasonably legal enough to transport passengers for the duration of their shift.
So I cannot change the tune of my original stance on it, it's not my place to ask and I would conduct my own risk assessment, but if I were to feel uncomfortable I wouldn't travel with that particular driver, would I say anything? The answer is still no.0 -

Final straw was when he was driving and the usual route was clogged.
