You can state that, and I would also tell them that you are aware of this development:

...and thus, because Indigo have now been told to offer POPLA from 1st November 2018 you expect and specifically ask again, to be given the POPLA code that was denied to you.
Alternatively, for the PCN to be cancelled along with all the others that were stayed by POPLA.
You won't get the above but it shows you are 'switched on' (not a victim) and gets you closer to the 6 months.
They can't or won't do either of these things, they are just threats:"could instruct a local agent to discuss payment of the debt" whatever that means or
recommend to their client that "a private criminal prosecution be brought against" the keeper.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks; that's very interesting - on the 13th November the BPA responded that they were expecting resolution - maybe that's what they were waiting for: "confirmation from the Department for Transport that it considers issuing penalties on Byelaws land a legitimate practice".

"Dear ZZPS,
Thank you for your letters of [x], [y] and [z] making demands for a non-existent debt. The keeper details for vehicle [VRN] have been illegally passed to you by Indigo and I would respectfully ask that you delete those details from your records.
I would also be very much obliged if you could please inform your client that as per the letter from the DfT to the BPA on the 18th June 2018, and the subsequent ruling by the BPA last week, the driver should now be provided with a POPLA code, which as was originally denied, or that the PCN, and all similar PCNs, should now be cancelled.
Yours faithfully,

I decided not to write to ZZPS, partly because I didn't get the time, and partly because I did not want to involve the keeper or write on their behalf, however I did respond on to the on-going chain of emails that I have been having with Indigo Park Services on
Day 140: along similar lines - cancel it or give me a POPLA - still no response.
Day 145: keeper received first QDR Solicitors letter. Standard letter very similar to this
Given the keeper's details have now been illegally passed by Indigo Park Solutions to QDR, and that the Car Park Operator (Indigo Park Services) has neither the keeper's details nor the details of the "person in charge of the vehicle", and no POPLA appeal route has been offered. Should I now (anonymously) write to QDR or just keep ignoring - 40 days of 6-months left...
Thanks again for your advice, especially in light of the BPA decision to require POPLA again for railway-land cases.0
