Sorry bin it, that is ancient (pre-Beavis case 2015!) and very little is usable.
When you search the forum for Euro POPLA, change the default SHOW POSTS.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You dont need to be a lawyer for this. it is all entrely understandable by the layman because thats who we are on here - very few legally trained.0 -

So is any of what I said useful? Forget the 20 minutes Grace. A recent thread on here included a letter from the BPA saying it was 10 minutes in total.

Extract from letter shown in above link:
"13.4 You should allow the driver a reasonable period to leave the private car park after the parking contract has ended, before you take enforcement action. If the location is one where parking is normally permitted, the Grace Period at the end of the parking period should be a minimum of 10 minutes.”
This period covers paying at the start of the parking contract and leaving at the end. It is not necessarily a full 10 minutes at the end of the period of parking and it is not in addition to the entry grace period because the entry grace period is only applicable if the motorist does not stay"
But on this occasion the motorist did stay.0 -

Yet on the BPA website it says ......
"No time limit is specified. This is because it might take one person five minutes, but another person 10 minutes depending on various factors, not limited to disability.”
