If the date of your first appeal to the PPC was more than 35 days ago, you complain to the BPA, copying them all the correspondence to and from the PPC. Copy the DVLA into the complaint too.

The car park wasn’t attached to the facility, it was a bit further up the road around 5 or 10 minutes walk away.
I mean I could ask them if they will help I guess but would they help seeing as it isn’t their car park?
Can POPLA do anything now even though I never got my code for the first appeal if I ask for one again on this second letter?0 -

Something like (The references being like the PCN number):
I am writing to complain about the activities of XXXX regarding PCN YYYYY sent to me on ZZZZZZ.
Having completed the online form to submit an appeal I received no POPLA code in the post and instead almost two months later (on AAAAAA) I received a "FINAL NOTIFICATION" demanding £100 and threatening me with further civil action if I do not pay.
Firstly: I had a valid parking ticket for that day for two hours
Secondly: 20 minutes extra is only 5 minutes in addition to the required 15 minutes grace period where I am allowed to decide if I even wish to stay or not which means £100 is grossly misproportinate to the proper cost of parking for that time.
Thirdly: The "FINAL NOTIFICATION" was sent well beyond the required 35 day response period after which the appeal is assumed accepted.0 -
So you appealed online to Euro Car Parks .... I notice that you say you have 'received no POPLA code in the post'. Are you sure it hasn't been emailed to you? I thought that was usually how the parking companies do things regardless of demands that they do not (though I know that they're a law unto themselves).
I would contact them saying that it has been more than 35 days since the appeal, you have had no reply to it whatsoever (assuming that is the case), but have had a letter purporting to be a 'final notification'. Demand that they notify you of the outcome of the appeal immediately and supply a POPLA code if it has been unsuccessful.
Inform them that you have complained to Steve Clark too. I would have thought that your first paragraph plus the end bit about the Final Notification are the most relevant points for the BPA complaint. As long as you include the salient facts it probably doesn't matter too much what you say, you just need to be proactive and to demonstrate this to Euro Car Parks who will otherwise consider you a pushover.0
