Nephew suspended from work advice welcome

My nephew has been off work with anxiety and depression for just over 16 weeks.
His GP has been giving him sick notes every 2 weeks to cover his abscence and his employer has paid him full pay.
He has had a letter from payroll to let him know from the end of this month his pay will decrease by half until his return to work.
He attended a occupational health assessment at the begining of september.
This tuesday the HR department phoned him and said he must attend a meeting next wednesday.
When he asked why he was told by the HR partner that it was a internal matter.
He is a member of a union so contacted the representative who has a office on the site of his work place.
The union rep phoned him today and said he has been accused by someone in payroll of altering his doctors note to have another week off work.
This is nonsense because his gp would have issued another with no problem.
The reason my nephew is on sick leave is because he has been bullied and harassed by a colleague.
He did speak to his manager about this but they didnt really help.
The union rep has asked HR for a copy of the alledged altered note.
My nephew has not seen it yet but the rep did say the doctors handwriting had been traced over with a different coloured pen and the date altered in the same colour.
My nephews writing on the note hasnt been traced over however.
The rep has only seen a photo copy of this note and not the original. It is a black and white copy and HR have the original.
The union rep is only going off what HR have told them.
Something seems off to us all.
My nephew made a official complaint about the abuse at work whilst on leave.
The union rep also told my nephew you havent heard this from me but another employee was dismissed for a similar offence about 11 years ago.
The HR partner told me nephew in the phone call you can resign if you want to.
Any advice welcome.

Can your nephew not simply contact his GP and request that a confirmation letter be sent to the employer to confirm the details of the sickness?

So, the sick note looks like it's been tampered with, but the question is who did the tampering? It's quite an accusation to suggest that somebody at the company has done it, presumably to discredit your nephew. But really that's the only explanation, other than the company's one, namely that your nephew did the tampering.
No reliance should be placed on the above! Absolutely none, do you hear?
  • From what my nephew has told me and the rest of our family the person doing the bullying wants a supervisor or management position.
This man had a well paid job but was made redundant last year and took a job at my nephews place of work.
The man was pleasant with him at first, not best buddies etc but they communicated and were polite with each other.Earlier this year he began to report faults with my nephew saying he was often late and not doing his job properly etc.
My nephew does have ptsd from previous child abuse which has affected him mentally but has always worked and this has not happened before.
It is a large university campus with many employees.
Before this my nephew worked for over 20 years for a social services run home for adults with disabilities.
The care home was closed because of council cut backs.
He tells us this man thinks he is a bit of a authority figure due to his previous job.
In other words he thinks he should be management has he is a cut above because of his previous experience.
  • My nephews GP has told him someone from his place of employment wanted to know about a note issued but obviously the GP wouldn't comment due to patient confidentiality.
The HR partner telephoned the medical practice.
The GP says he will write a letter saying he would have issued another note to my nephew has he was aware of my nephews depression due to circumstances at his place of work.
Its very convenient that this particular note was flagged up shortly after my nephew lodged a official complaint.
Also the person he complained about has not been suspended or asked to resign but my nephew has.
Has I said another employee was dismissed over a self certificate form years ago by the same people.

Can you explain, in detail, what happened to the sick note from the moment it left the doctor's hand to the moment it reached payroll? Who touches it/has possession of it during that time?
No reliance should be placed on the above! Absolutely none, do you hear?
  • The HR partner would not explain until my nephew went to the meeting.
However the union rep said HR told him "someone" in payroll thought the note looked fake so they telephoned HR.
Obviously payroll and HR have had possession of the note since my nephew posted it.
It is procedure for an employee on sick leave to send doctors notes to payroll as they sort out wages.
Employees do not send doctors notes to their line manager in the building they work in at my nephews place of work.

So, the doctor gave it to your nephew, he posted it direct to HR, not via his line manager, and they handed it to Payroll?

Did the sick note, as apparently altered, cover longer than the regular 2 weeks period?

Finally, did the doctor complete the sick note in your nephew's presence? There's no possibility the doctor himself altered the date?
No reliance should be placed on the above! Absolutely none, do you hear?
