Reply from the Council who are the landowners:
This is a penalty notice issued by a private enforcement firm on private land.
This is nothing to do with Brent Council and we have no power to intervene.
I can only advise that you should follow the appeal process set out in the parking ticket you have been issued.0 -

I got through to the relevant department at the council and they have said to contact the Land Registry as they can't help.
As a last ditch attempt I emailed Lidl again to try and get it cancelled but they came back with the same reply
I am sorry to hear you have been unable to resolve this matter. Unfortunately as advised previously, this is outwith our control and we are unable to assist with this as this is not Lidl owned land. I recommend that you contact the car park management company regarding this matter.0
