I got a letter back from my MP today as he had received a response from Mr Steve Cheetham:
Some quotes from the letter:
"There are a total of 24 large warning signs in place at the site detailing restrictions in place. These are prominent enough so could not be missed,"
"Having read his appeal, it appears that he had been reading some internet forums which are full of incorrect information and bad advice. His appeal was rejected on 2nd October and he was given the information on how to appeal to the Independent Appeals Service and also given further time to pay the discounted charge of £60."
"We do regularly receive appeals from genuine customers of the retail park and on receipt of an explanation why they overstayed and evidence to show why they shopped at more than one of the retailers, in most cases we uphold an appeal. We couldn't accept though that anyone could spend almost two hours shopping at Lidl".
"I do take offence to Mr Khans claims that we area a "rogue company" and that we are operating some sort of scam. We have been i business since 2005 and pride ourselves in having a 100% clean record with the Independent Parking Community and from our regular audits from the DVLA."
"I welcome the new legislation to create a government code of practice for our industry. I hope it will go a long way to dispelling the myth about parking tickets and will educate the public into being more mindful of the parking restrictions in place on private land in the first place."
I'm going to write back to my MP as Mr Cheetham has written a load of rubbish here. I spent over £70 at Lidl and even gave them proof of purchase in my appeal therefore he is accusing me of not being genuine. We also went to Currys before going to Lidl.
Even if I gave him all this evidence he wouldn't accept it.0 -

They got that bit wrong because they call themselves "The International Parking Community (IPC)" these days1 -
What about when UKPPO were in the BPA in the years before they jumped to the IPC!

As the store manager is unable/unwilling to help an email marked for the attention of their managing director Mr Christian Hartnagel might be worth a try.
Enclose copy of receipts or credit card transactions if available.

Response from Lidl:
Thank you for taking the time to contact our C.E.O. It has been requested, that I respond on his behalf.
As previously advised, we are unable to assist with your appeal of this notice. The car park is part of a retail park and unfortunately is outwith our control. I would urge you to continue your appeal direct with the car park management company as we are unable to offer any further guidance on this matter. I am sorry for any disappointment caused.
