I'll have to do that this evening when I'm back at home. Would you advise blocking out certain details for data protection etc.
If VCS haven't done so, there's no need.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

We need to see the details of the contract. It will appear in the WS.

You say that it is not signed anyway.

It should say in the contract whether the PPC can pursue claims through the court.

Where is the pub car park that the transgression took place?

    The Airport pub, Manchester.
VCS have not provided the contract,  they haven't given me anything, no evidence of signage, no more detail. I had the original NTK and a follow up reminder.  I have asked on three occasions for this.
It does state they can pursue via courts(or similar),  it also states they'll comply with their association's code of practice, they haven't.

The PPCs COP has the worth of an eggcup full of lukewarm urine imo.

I made the mistake of thinking that the Codes of Practice carried some weight. They are not worth the paper that they are written on. Hopefully the new Code of Practice will carry a lot more weight.

Judges tend not to pay much attention to the Codes of Practice. They focus more on the contract.

Signage does not look particularly good but does say that there is a tariff.

Double yellow lines on entry to the car park from ring road so would not be able to stop to see the signage.

So if the contracts states they will adhere to the COP but haven't,  in my black and white world, they have voided the contract.  It doesn't seem right that you can pick and choose which parts of a contract apply.
