    are the people that check for transgressions the same as empty the ticket machines?

    Depends on the PPC. Some like AS Parking do. Others have a broom and "sweep" the car park for violations and rubbish

    No idea, sorry. Thinking logically you'd expect so because they go from carpark to carpark and would end up having rather a lot of cash and it's a very insecure and would be prone to the risk of theft. I've never seen a machine being emptied in a private car park.
