There's plenty of advice on the forum that says to always complain to landowner in event of receiving a PCN from a private parking firm. However, I couldnt see any examples of what good looks like. In a letter to the landowner (e.g. local council) what should the letter include/say about cancelling the PCN?

Why now want the keeper to deal with this,?
As you have been advised this PPC turns to the keeper for liability anyway if the driver is not identified
i appealed as driver by mistake. I sent a follow up appeal immediately highlighting the error. Frankly got no idea who was driving.0 -

Yes, which they have done. I sent the appeal. They have come back saying "we require that you provide us with a letter of authorisation to act on behalf of the liable party. For your convenience we have enclosed below a letter of authorisation form. This must be submitted by filling in a new contact form"
It is called a Disclosure Authority and Consent Form.
They are saying it needs to be done within 7 days and resubmitted through their appeals process on their website.
I assume this DOESN'T need to be done?0 -

Btw, I also contacted the local landowner (council) to complain and i requested to see their contract with PP. They said the following:
"Premier Park as a company is not subject to comply with Freedom of Information requests and does not consent to us, Ilfracombe Town Council (or other clients) providing or sharing any data or contractual agreements and terms."

No idea what this is, could you post a link to it so we can see it? it's just a consent form that says, "I, Mr X give my consent to act on behalf of the registered keeper"
Not sure why they need this. They should address any future correspondence to the registered keeper anyway. Sounds like needless admin.0 -

This is problematic under grace periods. 15 mins is an awfully long time to say you were queuing, particularly when driver would be saying that in the first grace period they read the signs and bought a ticket, so they would have been aware of the terms.
In this instance could the driver / RK not say that at 13:32 they entered the vehicle with the intention of leaving, moved off to leave the car park, but decided they wished to stay in the area longer and then moved to actually park again and purchase a fresh session of parking with a new ticket?
They would then be honouring the "leaving the car park grace period", but deciding to create a fresh contract with the car park operator, which in turn would allow for a grace period to find a space and buy a ticket.
Or am I just clutching at straws for the driver?
Also, I had a look at the web site for the car park owner, it mentioned a charge for card payments, which I gather is a no-no nowadays?0 -
If this is Council land, the keeper must be the appellant, not the driver (and not some third party replying 'on behalf of' the keeper) if you as a family want to win.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
