Indeed, he is their mouthpiece; he "negotiates" the detail but not the red lines ; he might make recommendations regarding those red lines but it is the Member States that determine them and the limits of what he can negotiation.
So if you want to influence decision makers, that has to include the Member States.
Mind you, the time may come when the likes of Barnier will be telling Member States what to do. Some might claim that happens already and is at the root of the decision of the Brits to leave.Union, not Disunion

Most have no idea about the real brexit. now you say If, well I ask you one thing...how do you resolve the Irish border?
Without it, no deal simple.
Now as for funding EU, last couple of years we have collectively given less to the EU than we have to Northern Ireland.0
