30mph (or faster in some locations I can think of) like it has been from the year dot. Are kids now more irresponsible than they were a generation or two ago? Or has road safety education gone out of the window to be replaced by propaganda about the vulnerable road user and the evil motor vehicle?

That isn't the construction site or roadworks. That's just getting to it. You want every wagon to stop, passenger get out, act as banksman, stop, get back in, drive off - at every single junction?
