The NtK is PoFA-compliant. The identity of the driver is irrelevant. The registered keeper can be held liable. The days between the date of the parking event and the date of issue of the NtK fall within the 29-57 limits of PoFA. Drop any reference to PoFA.Please note, we are not a legal advice forum. Hi
Having placed a SAR request, I have now received all the evidence and information they hold. There are two outstanding PCNs The LOC from DCBL is for the first PCN.
Looking at the information sent, I notice that PPC only give the date and time of the event. Is that the date and time of issuing a ticket ? Should they not provide evidence of time of entry and time of leaving. I suppose in this case there are no cameras that record this information so they just take pictures of the car registration number and windscreen with no parking permit as evidence. That said, surely the car could have been parked there for a few minutes (i.e.within some kind of grace period) before it moved on. Is it just accepted that the person issuing the ticket waited long enough before issuing it ?

Also received the following email from DCBL
"We write further to your email dated 17th January 2021.
DCB Legal Ltd note you mentioned you are seeking debt advice and have requested a Subject Access Request from our Client; however this does not affect your case with DCB Legal Ltd and our instructions to recover the outstanding balance. This matter will remain on hold until 21st February 2021. After this point to prevent legal proceedings the balance of £140.00 will be due.
Payment can be made via bank transfer to our designated client account:-"
So I await the next step. So the balance due is now £140 according to email and in their LOC, the amount due is £160 !
I read on one of the threads that it might be a good idea to email DCBL (and PPC) to ask them how they can justify adding unreasonable admin costs and use their reply as part of defense. Must try and track down that thread again.
