Is it illegal to install a radiator that cannot be turned of?

Okay but would this cause the entire kitchen and living room and hallway to smell minutes after I turn the ECO button on ... on the boiler? and put out a fuel-oil type of smell?0

As the OP refers to a "plastic smell", I would suggest isolating the electrical feed for the entire heating and hot water system just in case it is something overheating.
Post #11 says the boiler was made safe. Making a boiler safe normally means isolating electrically as well. I don't know about yours but boilers normally have an electrical switch Close to them to allow them to be isolated.0 -
I, too, find your description lacks clarity. If you can, post EXACTLY what the smell is, where it is strongest, whether the heating is on or off, what else could be the source.
If you can (practice on us and) convince us there is a problem, you may be better able to convince your landlord.
A new radiator will smell of paint when it first gets warm. It will do you no harm in doing so. Any radiator cannot smell of boiler gasses, with any real likelihood.
As to turning a radiator off, there's certainly no law about it and, indeed, most heating systems require an always on radiator - for safety reasons, amongst others.
Your landlord has changed a radiator, and tested the boiler, even though there is no evidence of a problem. There is no realistic way a problem will occur in the small hours that wouldn't be replicated by a daytime test. Your landlord appears to be being more than reasonable, in fact.
I, too, would be sceptical of the opinion of "church people" coming to verify a mid night smell.
If you aren't able to provide your landlord with a more precise idea of the problem, I think you are going to struggle.

I don't think you understand. It i'sn't that I cannot convince my Landlord. I am convinced he doesn't want to know the truth. All they care about is LIABILITY. The Team Head Repair Man had already declared that the boiler was safe. So now if hs admits that it isn't then he could be liable for having made me ill. That is all they care about, they don't want to have a lawsuit brought on them. Money and Lawsuits is all they care about. That has become more and more evident to me as time goes by.
Another thing is they have these pre-conceived ideas about things when it comes to the boiler and how it works. And they cover each other's backsides, no matter what.
And how in the world can I exactly describe a smell
Anyway I am to the point now where I just want to soot myself. This keeps getting worse and worse and I am tired of trying to convince people. It is just so stupid. Its like someon telling everybody that there is a snake in their kitchen sink at 2:00 every morning, and everyone ridiculing you, saying that they don't believe you, but not a one of them will actually just come out at 2:00 in the morning to see for themselves what you are talking about and whether or not you are telling the truth.
Anyway I guess that I just give up and whatever happens, happens. I just wish that I had someone to give my Cat to so she doesnt have to get sick and die along with me.0 -

The engineer may have turned off the electrical supply but he was not obligated to do so.

LOL! Sorry I have to laugh but the reason I did that quite awhile back, edited all my posts and replaced them with the Gettysburg Address was because I was having this same problem but not as bad as it has gotten now. And I was so frustrated with people not believing me that finally I decided to just delete my Account on here. It wouldn't allow me to and so I decied to try to delete my posts, and it wouldn't allow me to do that either, and so finally I thought to myself that I could just replace all my posts with some other text and for some reason the Gettysburg Address came to my mind. Really funny now that I think about it... "Fourscore and twenty years ago...." (or however many years it was)0

Sorry everybody that I am so emotional about all of this but this has been going on for a long times now, about 8 months or so. And I am all alone with no one to turn to, I could literally write a book about all the stuff that has happened to me, and you just wouldn't believe it. I don't know how I have survived through it all, but I am just feeling like I am on my last "whatever" and I feel like giving up. Last night I seriously thought I was going to die, that smell was just doing me in.
These people from this Church that I managed to get to come to my house here, I told them my Landlord or Housing Officer said I could get some people from Church to come and stay the night and verify the smells and the Man's reply was "Will see what we can do". That was only yesterday but it seems like an eternity. Don't know why I hadn't thought of this before but las night when I started smeeling it in my bedroom, which leaves me with no room I can even go to now to get away from it, I finally realised I could close the living room and kitchen doors and stick a towel across the bottom of the doors. So I am going to try that agains tonight. It is really hard though not to open the living room door to see if it smells, Like I know it does anyway. But its weird that now I am trying to do what I know makes it worse, so that these Church people will see how bad it is and then hopefully send a letter to my Housing Officer about it. I can't believe that right now I am tryng to get it to smell worse. I know this will sound strange but after all I have been through, I actually have taken notes and kept records and I know what thing make it at least somewhat minimise the smells and what makes them worse.
"Hi, could you please come to my house to verify that it stinks?" I never thought I'd see the day when I would be doing this. Usually I have a good sense of humor but I guess that fnally it's leaving me. I usually make a joke about everything. Anyway, sorry I am being so grouchy and I guess immature to. But its difficult not to get upset.
My family disowned me because I ran away from home when I was14. Thats their excuse. but in reality they adopted me and were only using me to have one white child that would make my "Mother's" illegal alien thing seem moe authentic. Now that they sold their 5 acre farm to a business who wanted it because if the location, and got over a million dollars for the house, they decided to disown me. I gigure that way, when they die my "Brothers" who as it turns out were not really my Brothers at all will get it have all their inheritance money. So here I am stuck in the UK. I met someone from the UK Online and came her and got married and he turned out to be a tioally abusive person and the Police got me out of it, they said it was the worst the had ever seen, the house was leaking and all moldy and I thought I was going to die there. And it has been just escaping from one bad situation to another. I am normally a very reserved type of a person but I guess I am starting to unravel now LOL! Yes I am getting emotional. I know that tomorrow I will regret again having said all of this and replace it with something like ... well, I don't know, maybe the Declaration of Independence.0 -

If all the obvious causes of a burning smell have been ruled out (including neighbours up to no good) then one possibility to consider is a medical condition. There are a variety of medical conditions (including some relatively minor common ones like sinusitis) that can cause us to smell something which isn't there, 'burning' being one common false sense.
A visit to the GP to discuss the symptoms might help."In the future, everyone will be rich for 15 minutes"0 -
