IF IT WAS MY laptop i would go back to square one and if I could activate win10 i would do a fresh install of win10.
IF YOU choose that option it should only take a couple of hours and you will have a brand new laptop

Who cares what you would do?? Certainly no one here. We had a discussion and the OP plumped for Windows 8.1 Update.
So why do we need to know what you would do?? It has nothing to do with what is going on in this thread at all.

OP already has a caddy, so there is no need to back up the data again, so why would you suggest "backing up essential data"?
Copy Windows 10 to a USB drive or DVD? Looks like it was written by a simpleton. One doesn't just copy an image to Flash/optical media to create bootable installation media. Totally useless to the OP.
What exactly is it that you think that you have written that is useful to the OP or anyone else here??
Every step that was necessary has been undertaken, together with a video guide if available.
Do you imagine you writing out a rudimentary and altogether useless listing has assisted the OP in any way?
Seem like you are posting for your own gratification and are wholly unconcerned with the choices of the OP and her level of the ability.

I keyed in my password and was taken to the normal pages - all in English. I've just checked and it is running Windows 8 - not 8.1.
I did not do this intentionally. Although I don't know how this happened I think it relates to the 'Blue Screen.' I'm just glad, now, to have access to the laptop because, at first yesterday evening, it was impossible to get past the Blue Screen.
Understandably I am eager to have everything in English again as it is extremely difficult for me to follow Control Panel instructions if not in English - mostly guessing! At least it is partially resolved at present.
All is not lost - I still have a working laptop and can look at it all again when I get back home this afternoon - going out in about 10 minutes or so. I'll need to go back and read the earlier posts to see what is best to do - and check what EveryWhere advises.

I suggest that you begin again with a clean installation(and ignore the Troll. Sometimes people's egos get the better of them and they forget that it's not all about them. So now insisting on cluttering your thread with useless nonsense. It happens. Just ignore it. Other posters are at least trying to be helpful and encouraging.)
Before you do so, you should copy over the Toshiba Driver folders that you extracted earlier, to your DELL. The ones that you already extracted from the .zip files. So that you have them to hand for easy installation after the Windows 8.1 Update installation. No need to download them again.
Anyway, make sure that you follow the guide; https://www.lifewire.com/how-to-clean-install-windows-8-or-8-1-2626254 especially the part where you delete all of the previous partitions.
Choose English (United Kingdom) and UK of course.
