That would be a yes - in capitals. The whole scam pivots on the signs. The idea is to catch those who abuse the car park - not those who go about their normal business without knowing what PE's client's definition of "abuse" is.

Drivers are not mind readers, nor are they expected to guess in the absence of being mind readers. What you are describing with terms out of context., and hidden/missing signs is simply a scam. And PE are known for what are called "entrapment zones".

Absolutely expose the false evidence in your WS, go to town on it and use GSV as one of your exhibits, plus actual photos if you can get that proof.

IF this goes to a hearing, you'll find that it will all be over in 5 mins. Most people come out thinking "!!!!!! was that all about" as the judges clearly think most of these claims are nonsense.

It is no worse than going to see a dentist or a doctor. The fear and anticipation is worse than the reality. Think of it as a bucket list item. You'll do it once and you'll better understand that part of life.

It's odd, as that's old, from the BPA 2012/13 transition rules on signs following the POFA being enacted. I think they meant to use the more up to date version on entrance signs, or maybe they are trying to mislead the court if skim reading, that these rules are somehow still in 'transition'.

They have not been in transition, for over 5 years!

Well if they want to play, then send them a list of your costs so far.

You can claim £19/hour for research in defending yourself. Copy to them and to the courts no less than 24 hours prior to any hearing. If you have pay slips, take them with you on the day to show the judge.
