The car was parked in a residential bay. There was no requirement for an MOT.

But I saw her driving that car every day. She even took me in that to local garages to get estimates to fix it. Later she changed her mind to make use of me.

Yes, but it's utterly irrelevant to the claim. She wasn't driving when you hit it. It was parked on (presumably) private land, where no MOT is required.

You are right. she may be polish or lithuanian. She came back to me with a quote of £1900 for scratches and little bend to the bumper. Two local garages saw it and told they can fix it for £250 or replace it for £350.

This is why you should go via your Insurers who will properly validate the claim.

Incidently a local garage working for cash who offer to knock a dent out or use pattern parts are not necessarily a fair indication of costs.

If she had hit your car, would you be happy with a local garage doing a cheap job when legally you are entitled to have the work done properly using the correct new parts.

The other party being from Eastern Europe is irrelevant, people from all nations can inflate claims

There is no such requirement. One can insure vehicles that have no MOT. An MOT is needed to get road tax, not to get insurance.

Thanks for your reply. Does my premiums go up immediately or at the renewal time?
Your premium would be affected on renewal. It won't change until then.

Might be worth checking out the terms of your lease (which presumably will be the same as the other party), sometimes, in allowing you to park in a designated space the terms demand a taxed, insured, roadworthy car. It STILL won't affect the OP and his need to pay. It might affect the third party but it is not the business of the OP.
OP, you have received the best advice - talk to your insurance company - TODAY, unless, of course, you already have.

she is trying to get money out of you, tell her the car goes to the garage that made the quote and you pay the garage directly, otherwise you take it to your insurance company to sort out. She will back down. If she says no, ask for her insurance details, I bet she has none.

You should have followed proper procedure in the first place.

That is, have a quick look around to establish lack of witnesses and then drive off.

Just tell her that you have passed her details on to your insurance company as the £1900 is excessive for such minor damage so you will let your insurance company deal with it.

    Does she have insurance?
Should've = Should HAVE (not 'of')
Would've = Would HAVE (not 'of')

No, I am not perfect, but yes I do judge people on their use of basic English language. If you didn't know the above, then learn it! (If English is your second language, then you are forgiven!)

It doesn't matter if she has no insurance, no MOT, no driving licence, an unroadworthy vehicle, a fake identity, is wanted by Interpol, is in fact a character from Lord of the Rings, the OP hit her car and she can/will claim from the OPs insurance.
