My wife was in tears today over this and hidden the letter and tries to borrow money to pay without me knowing. She gave me it late tonight and has spoken to the so called bailiff who has told me to personally ring him to arrange payment. What should I do next?
Send a pm to the user called Herbie21 with a link to this thread, ask her to take a look (she is an expert on what a bailiff can/can't do, including the law on impersonating a bailiff, and misleading actions, charging huge bailiff-style 'attendance fees'). We would appreciate Herbie21's considered opinion on your case (and for the other poster with the same letter).
Also immediately report this to your local Trading Standards Officer and make it clear this guy is ringing people demanding money despite no court claim ever being made, knocking on doors (was it a personal visit, a hand delivered letter?) and generally impersonating the powers of a bailiff, to the eyes of any reasonable person.

This is illegal, make sure your wife knows, and the family members at the other address.
NO-ONE must pay this person and complaints MUST be made.
I would also complain to the DVLA and the IPC, send an email to the DVLA and show them that Attendance Notice and the company Directorship connections posted about earlier by IamEmanresu.
I;d send the email to David Dunford, purely due to the seriousness of this conduct (what the heck are UKCPS doing, are they in self destruct mode?):

...and to contact the IPC (Trade Body, loosely in 'charge' of UKCPS) you have to register to make a complaint about UKCPS. Show the IPC and DVLA and Trading Standards that 'attendance notice' and make sure they know you are not the only one - show them a link to this thread.
Also go to the Police and report the man for Impersonating a Bailiff, be very clear and show them the attendance note and say you are being phoned and intimidated, as if this man is a bailiff, which is against the law. Police might not be helpful but try all these avenues.

the man may well be a bailiff , however to use this power as opposed to a simple debt collector , the case must have been to court and a default or you loosing in court (county court) and failing to pay with the required time
if this is not the case then the person is demanding monies with no rights or power0 -
