citizen advice know !!!!!! all , they are treating this as a real bailiff , collecting on a real court case , contact bailiffs online , send them that pic and mention no court case and guy admitted he was working as non baillif ,
  • Well technically anyone can come to your house and ring on the doorbell.

but you can't impersonate an official such as a bailiff, police officer etc.

His credentials and what he said indicated that he was a bailiff with official powers and acting in an official capacity, which was an outright lie.

Report him to his professional body as well, I assume there is one.

  • Even if he can come to your house and ring on the doorbell/post a letter, he can't change a £235 attendance fee for it!

It was hand delivered, posted we were out at work.

I have tried opening the document without any luck. It may be because I am trying to view it using a MacBook.

If you could email a copy to me, I can give you my opinion in the morning:

    Email to:

    Enquiries@Bailiffadviceonline.co.uk

In the email header could you put MSE enquiry and I will be sure to look out for it.

Herbie21 thankyou, it is pretty awful IMHO and includes a £235 'attendance fee'. Look at what he told the OP as well:
I told him he had no right coming to my house if he's not a bailiff, he said 'I am a bailiff but I wasn't yesterday.'
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

For the sake of balance, it might be worthwhile to check what Mr H said. Have a look here

    http://certificatedbailiffs.justice.gov.uk/searchPublic.do?search=holland

    It says
If you know of a serious conduct issue which would mean that an enforcement agent or officer listed on these pages is not a "fit and proper" person to hold a certificate, you may write to the court manager, at the named court, providing the reasons for this alongside supporting evidence.

So it would be the Court Manager at York that would look at the issue here

Addition: The "payment" site is now down but open if you want to help yourself.

I searched his surname and it came up as Joseph Golec - in York (employer is Marston Holdings) uni Leeds. I'm really worried , should I just leave it. I left him a voice mail to ring me earlier . If he rings me should I answer?
Here's Mr Golec's registration, seems strange that he's employed by a different company to Civil Enforcement Agency Ltd; maybe another data breach?

  • I've seen the Attendance Notice he left. It clearly implies he's a bailiff. The word bailiff appears on it. The attendance charge is outrageous and out of all proportion, there's no way they'd get that out of you in court proceedings.

The industry is regulated so you must make a formal complaint about this. Don't expect it to go anywhere though.

I have just received a copy by email. To say that I am alarmed is putting it mildly.

My first impressions are that this document is highly misleading and the fees charged are potentially unlawful.

The public do not appreciate the difference between a private parking debt and a local authority issued parking contravention and would consider that Civil Enforcement Agents Ltd have the legal authority of a court to not only enforce this charge, but worse still, to charge fees identical to those outlined under the Taking Control of Goods (Fees) Regulations 2014.

To my mind at least, if UK-CPS are an approved contractor then they appear to be using unlawful collection tactics and misrepresenting their authority.

I intend to post more later today but can I PLEASE urge anyone receiving an identical letter or visit NOT to pay.
