That exists on the "Green" (in 2 variations)
To the LEFT of the THREAD TITLE (IF there has been an update since your last visit)
there is a little square with a DOWN ARROW
Click on that and it takes you to the FIRST NEW POST (that you haven't "read")
In the NEWEST POST column ... (Date and time by WHO)
To the RIGHT of the NAME of the "WHO" there is a little square with a RIGHT ARROW
Click on that and it takes you to the LAST POST in that thread

What's annoying too is that I never switched to the bland and awful blue , but kept getting it anyway just at random when I logged in. Few days later the favoured green would be back putting a smile on my face, then wham, gone in a further few days , and so on. So glad the green is here to stay.0

Basically, the blue is built to be mobile friendly. The green stretchy is built to be PC friendly (although if you are on an old-fashioned 4:3 monitor you won't notice the difference). If you are on an widescreen or ultra-wide monitor, the blue does not expand to fill the screen. So, you end up with 2/3rds blank space with a narrow band in the in the middle for the forum.
The blue also has a lot of white in it. Again, not an issue on mobile but on large monitors lots white areas on an already mostly white background as its not stretching just makes it look ugly.
It's also worth noting that the more white you have on screen, the more electricity is used by your monitor.
