Anyone can argue anything but it wouldn't be justifiable or tenable to equate the two! It's illegal to discriminate against the disabled, by virtue of organisations' obligations under the Equality Act 2010, but those who choose not to avail themselves of online facilities can't claim any resultant discrimination to be based on a legally protected characteristic and therefore unlawful....
However, there are various reasons for being digitally deprived/excluded and I don't think it is always a choice or people "choose not to avail themselves of online facilities".

I get that some can't afford to have ready access to the internet but wouldn't see that as being a compelling argument in the context of regular savers, and many of the other reasons ultimately boil down to fear or lack of motivation or skills - I have no particular desire or training to jump out of a plane and would be afraid of doing so, but wouldn't claim I'm excluded from skydiving or deprived in any way!0 -

You apologise for muddying the issue - and then you muddy it further by alluding to blind users of the internet.
The DDA requires that systems should attempt to minimise the extra difficulties disabled users face. Virgin are seriously non-compliant in demanding the presence of the applicant.

I have an issue 1 Regular Saver Bond with Monmouthshire, and it states "Interest is paid annually on maturity of the fixed rate term."
The account has not matured yet, but I seem to have received an interest payment dated 31/3/19.
I'll put in a query to them, but anyone else received one or know why it is?
