I haven't done it (thanks for the idea) but I wouldn't have any problems with it. If you think about it you're not really doing anything wrong, you're still paying for what you take and we're already paying for things we don't want like excess packaging.
However topping & tailing things like green or runner beans may just be pushing it a bit!

The only problem is that the broccoli won't last as long as there is more exposure to the air. I tend to buy the pre packed florets in bags. Lazy I know but at least we eat all of it!0

My friend used to pull off all the stalks from the tomatoes before weighing them (and this was years before the 'on the vine' ones came popular). I used to think she was mad but she was adamant that she wasn't going to pay for them if they were inedible.0

It's actually really easy to do, as you're snapping the stalks off as you pick up each tomato. I'd imagine the broccoli thing takes a bit longer though.
(BTW I pull off the leaves from broccoli, but have never actually removed the stalk.)

Don't want that bit, so why should I pay for it?
They don't sell you:
Sprouts with a stick attached
Potatoes with the above-ground bit
Apples with a branch
Onions with leaves
Leeks with leaves

I have been known to do that too until my mother showed me how to very thinly slice the broccoli stalk and add it to either a stir fry or a casserole!0

I always use the stalk in soup with other vegetables. Makes a tasty cheap meal.0
