Advice r.e. the council. Go to see your MP and get them to write a letter to the council. Bring all your paperwork along to explain what is going on and ask them to help you. You can find out when your MP has his/her monthly surgery and you can pop along to ask them for their help.
Keep a copy of every letter and all docs. that you send to the council, preferably sent recorded delivery so they can't say they haven't received them, even if costs you a bit. At the very least, get proof of postage, although that only proves you sent it, not that they received it.
