What is an Octopus Tracker - is that something OVO would let us use?  Would it help with our Off Peak Tarriff - she did say she was going to offer something that matched the prices. Yes - we have the old meters I guess and been in our cottage for 30+ years.  Just concerned about change - I guess - used to giving our meter readings on time.

I could make some smart comment about how you track an octopus, but that would be unkind and unhelpful!
Utility bills are a minefield, even for those who believe they fully understand them. If you really want to understand your utility usage better, and what options are available to you, you could dig out your more recent bills and start a new thread on here, asking for a little guidance. Don't give away any personal identifying info though.
There are websites that will show you what options are currently available, such as Uswitch and the MSE Cheap Energy Club, but even using those in a meaningful way needs some pointers.
OVO will only tell you what they can offer, not their competitors.

I assume you have to be with Octopus to use it.
It is a tariff offered by Octopus so yes, you have to have them supplying your energy.

Is not a good place to start for someone uncomfortable and confused by the system.

Especially if you don't have smart meters...

I found the loop app to be next to useless. Taken to capturing the data locally via an Octopus Home Mini and a current clamp on the meter tail to corroborate the smart meter data (within 1-2% of each other, so close enough). The whole setup does require some computer knowledge and a willingness to experiment, so not for everyone.

Treasure the moments that you have. Savour them for as long as you can for they will never come back again.
