My 13 yo asks why I'm home so early if I ever DARE get home from work before he's home from school, or if I come in less than an hour after him. Because I tend to boot him off the computer! (BTW, there's usually at least one big brother home with him, and another adult in the house. As mentioned the police act upon the law - however if someone calls them with concerns about a child they will inform Social Services.
Social Services do get bad press for interfering or not as the case maybe. You would hope that they would apply common sense to a situation. Trouble is they are now so concerned with covering their own back after such appalling history with some children that they are heavy handed.
For the OP - the escort is probably employed by the Council, not the school, as they are responsible for school transport. With my daughters school bus the escort transfers contracts when the bus contract is re-let. If the escort is going to take matters further he/she will probably do so via their employer or direct to Social Services. I would before speaking to the escort - as no doubt you will get emotional etc - speak to the school head. Explain the situation and ask for advice. If the escort then makes a complaint you can demonstrate that you tried to address the matter.
