We could take the view that they are free to continue to operate in the UK until there are other reasons for their re-location, accepting that means EU nationals will have the rights to visit UK and live in UK in order to conduct the business of that agency.
Sure, if we allow them to continue operating without impediment then I can see the case for leaving them where they are until leases expire, etc. That'd probably need freedom of movement (these agencies presumably visit and receive visitors from the EU on a regular basis).Equally they can reasonably argue that it was a policy of the EU (that we endorsed) to spread EU agencies across member nations and we would have "fought" to have our share of them in UK as they were created, That implies an obligation to fund their relocation to remain in an EU country.
It's not even just policy, it's almost a basic requirement for an agency to be within the jurisdiction of the area the agency covers.
It's not going to cost that much to relocate them, so we're best just covering it to save face. We can take over the leases to house our duplicated agencies, and can potentially poach some of the staff at the same time.0 -

I meant in comparison with the EUR100bn bill or the EUR20bn we've offered. I doubt anyone thinks it's a case of just office lease, flights and a removal firm.
The move is likely to cost in the order of low millions which if we're assuming EUR10mn is 0.05% of the bill we're talking about?0
