    I’d write to David Dunford of the DVLA and ask him if these photos provide sufficient evidence for the PPC to have ‘reasonable cause’ (use that phrase) to access your personal data from the DVLA.

    +1 to the email to the DVLA.

    Basically, remylou you are now in a waiting pattern to see if this goes any further. However that does not mean "wait and do nothing". There are many options open to you that I would suggest you pursue whilst you "wait" (post the initial appeal above). Those are gathering evidence, complaining to various sources etc.

    As Umkomaas says, the picture above is a joke, as you say there is no demarcation of the parking area ... all this is in your favor and very arguable. To be honest, if the shop keeper took this photo and used CPM's self ticketing app then this really is the definition of a "speculative invoice". If he was serious as you say he should have gone round the back of the car and taken a picture showing you were clearly in front of his shop front and right in front of a sign. That photo does not clearly show that (assuming it is even the case).

    Do the above advice and then post back here how you get on, we will then advise further.

    That is on top of the fact that his photo doesn't really prove you are parked in the enforcement area ...

    Exactly....... the driver would never of been aware to think they had commited any act or offence.
    So would never had thought to ever have to have taken proof on such day.
    Since notice of keeper arrived I informed the
    Driver.
    We looked at the area and Were lucky to gain the proof we have.
    We just need to try and get another pic perhaps with car in front of shop with shutters down???

    Ok, so between Google images and searching for the ukcpm sign online "uk cpm sign authorised vehicles only" we can get an example to consider what the small print says:

    Even if the signage:
    1. Was not covered
    2. Did not require you to enter the land and park (thereby being deemed to enter the contract) before being made aware of restrictions contrary to IPC guidelines

    There is another problem.

    The parking contract also says that ALL terms must be complied with or a £100 fine is levied. But you will never be entitled to a permit and there are no marked bays to park within. So it may simply be a contract that is void for impossibility.

    Since the land abuts public highway, I'd be interested to know where the edge of his boundary starts and finishes too, for completeness, but I note that there is a drop kerb.
