My City Council has a spreadsheet showing all the properties paying NDRs in their area and who pays them.

From what I can see the council in question also had this set up, with a dedicated page, however on checking said page, it has been updated with the following in bold:
'Reports have been temporarily removed for review due to General Data Protection Regulations and will be replaced as soon as possible.'
No idea how long it has been like this...or if they plan to post the data back on there anytime soon. There is an email address. I suppose I could try emailing them.0 -

BUT they have basically said:
''you asked for data and we realised we had no case, so we want to sweep it all under the carpet and so we are going to tell you we've deleted all your data and we don't want you to see it, even though you submitted a SAR''.
No, they can't do that. It is illegal for a start, and denies you your RIGHT to data disclosure.
Reply and point out that wiping all data when a consumer submits a SAR is illegal under the GDPR and they must either supply you with all the data, including that which they allege was 'deleted' (it must be retrieved for the SAR) or alternatively they must report themselves to the Information Commissioner for this DPA breach, or you will.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Kind of ghosted everyone, sorry guys.
Needless to say that I didn't chase up the GDPR request. I can see how I would be entitled to it and how they have erred, but my first priority was always to get the claim dropped and bat them off. I have no deep desire of motivation to go further than that, although it may have been different if I had had the inconvinience of going to court.
I did just want to say a massive thank you to everyone that posted and offered advice though. I probably would have just paid the charge without all your help and this resource, so thank you. I hope that the thread can serve as a resource to others who have been targetted by NPE or other firms.
It is difficult to generalise, because this has only happened to me once, but the one thing that I have learnt is that NPE (and possibly others) literally rely pressure and 'bullying', in the hope that the target will 'fold'. The debt letters, the Gladstones letters, the progression to a claim...in hindsight it all seems like 'upping the stakes' with nothing to really back it up. In my case, as soon as I fired back and pushed sufficiently, NPE's 'front' crumbled and they gave it. Sad to think that a little old lady or someone vulnerable might not be so persistant in the face of such pressure. I nearly wasn't.
If it were to happen again, I would definitely take my time before responding. Read the IPC's (governing body of which NPE claims to be a member) rules and regulations. I may have been able to stop the whole thing immediately by referencing their 'grace period' stipulation in my appeal. Either way, I won eventually!
