I think they are more concerned about the GPS tagging than the to-the-minute accuracy of the time you post it. With that said I'm not sure why your MV rate is 0%?
I can see how they might be concerned about someone posting everything at the exact time each day though.1 -

I thought someone here might know the answer to this.Will we still be able to use stamps featuring the Queen indefinitely?Also, I still have stamps to exchange for the barcoded version. Does anyone know when / if the stamp exchange service will be disbanded?Thanks in advance!0

Some talk in the press about the changes. Message is carry on as normal. It might be a year before Charles is crowned., There is a lot of work to be done to get new stamps in circulation although there is talk that some might already have been done. I have seen talk that previous Monarch's stamps have been invalidated. Decimalisation did for them anyway in 1972.

Unused stamps that have already been issued remain valid for use. These include Definitive stamps (those that show the Queen Elizabeth’s head against a plain background) and Special Stamps.
