It's always frustrating when, after many expert inputs from regulars, given free of charge and using their own time, a thread goes stone cold. Doesn't help motivate us to assist the next motorist in trouble.

Thanks everyone. I'll do the following as per suggestions above:
1 - Send appeal letter to UKCPM, using my brother in law's current St Albans address
2 - Let Easirent know I'm dealing with this on my own, and they should not act if the PPC contacts them otherwise I will dispute any charges
3 - Have any mail from UKCMP forwarded to me/scanned and emailed to me
4 - If the appeal is unsuccessful then appeal with the IAS, and continue the process until 6 months have passed (essentially beginning of 2018), after which "I've moved, here's my Canadian address".

I've sent the appeal letter out today and got the proof of post. Will contact Easirent now and tell them not to take action if anything comes their way.

Quick update: Easirent being stubborn, saying if their leasing company gets the fine (no matter how many times I emphasize invoice it's still a fine to them) they pass them a 55 pound fine, which Easirent then automatically charges the customer. Here's to hoping the PPC doesn't get to the leasing company..0

Are Easirent a member of the British Vehicle Rental/Leasing Association (BVRLA)?
If so, point out to them that they are in breach of the BVRLA guidance that was issued to their members about how they are to respond to these "fines" / speculative invoices (I think it was issued in 2015).
I'm wondering if a formal complaint to Easirent, and the BVRLA, would be in order (but only if they're members)?
If Easirent aren't a BVRLA member, are they a member of any other trade association that you could fire a complaint off to?0 -
Quick update guys, I still haven't received any mail back in response to my appeal, nor have I been charged on my credit card from Easirent. Not sure what's happening, it's been 23 days since I mailed the appeal.0

Sorry I didn't respond earlier, from the BVRLA site I found a document (BVRLA Guide To Road Traffic Offences) that states:
Paying and recharging
Rental and leasing companies that choose to pay a private parking charge notice and recharge it to their customer should ensure that their rental/leasing agreement allows them to do this.
A sample clause, which would allow you to pay and recharge, is: “You will be responsible for paying the following charges: All charges and legal costs for any congestion charge, road traffic offence parking offence or parking notice, or any other offence involving the rental vehicle, including from the vehicle being clamped, seized or towed away.”
Wouldn't that mean Easirent is covered if they choose to charge my card automatically?0 -
If easirent want £55 for dealing with a minor administrative matter such as this, then, i.m.o. they are ripping off the customer, and this may fall to be considered as an unfair term in a consumer contract.

That's actually a hint to the BVRLA members to add in a bit about private parking charges. The truth is that most hire companies use the word "fine" in their Ts and Cs, not Parking Charge Notice. You need to check your, both what you signed and on their website.

They have 35 days to respond.
The fact that you've appealed as the driver means the PPC has no grounds to approach the DVLA for the registered keeper's data. On that basis there should be no involvement by Easirent.Please note, we are not a legal advice forum.
