Seller says she doent have to refund me. What should I do?

    I would cease communication and open the INR. They obviously have no idea how eBay works.

    Surely if anybody doesn't understand how eBay works, it's the OP.

    Bidding on an item, and then - after the auction is over - deciding that it didn't meet their needs is not how eBay is meant to work.

    Surely if anybody doesn't understand how eBay works, it's the OP.

    Bidding on an item, and then - after the auction is over - deciding that it didn't meet their needs is not how eBay is meant to work.

    I've had it a lot with collection only items. People bid then claim they didn't realise it was collection only then try to persuade me to post it when it's something unsuitable for posting

    According to the Paypal Buyer agreement (13.4 (a).15), you cannot claim INR on collection items.

    13.4 clearly states that buyer protection does not apply when claiming INR for collection goods.

    Regardless of what it says many of us can assure you that an INR is possible with a collection only item. We even have a sticky thread as it used to be a common scam for buyers to pay by paypal, collect and then get their money back from paypal. It's not so common now as so few sellers will risk paypal on collection items.

    This is correct. Paypal T&C preclude INR for collection items. Unfortunately in truth, the T&C on this particular point seem to be forgotten or ignored.

    Paypal will allow SNAD for collection and it seems this seems to mean that INR can be opened and even escalated. Although as you say, if the seller is savvy enough and the CS rep is understanding enough, it is simple to have the case reversed.
