I wonder why they chose MIL when there are a few

As you know, LCPM tend to major on self ticketing so in
that car park, you probably have a leech operating for £15
commission per ticket paid.

It is what court do you answer to - England and Wales, or somewhere else?
If you live inside E&W, you do NOT contest jurisdiction

I'm in the process of getting a letter/confirmation prepared from my employer that I had authorisation on the day in question and continue to have authorisation to park in my allocated bay and/or any of those allocated to the company.
Should this be a simple case of the below, for example, or padded out?
"To Whom it may concern,
This is to certify that XXXX XXXXX as an employee of (Company Name) has full authority to park in (parking space) or any of the other (Company Name) allocated parking bays at (Business Address) and did so on the XX XXX XXXX.
