I assumed that when they rejected the initial email appeal that they should have provided me with a POPLA code or would I have needed to specifically ask for that?
I have all correspondence in relation to that.
No - they are required to issue a POPLA code with a rejection, no requirement for you to ask.
If you have all the paperwork you need to copy it with a strong complaint to the BPA (and a copy to the DVLA) saying they have failed to comply with the BPA's Code of Practice, and that failure has now put you in a position where you are being threatened with a court claim.
Make sure in their letter of rejection there isn't a POPLA code 'hidden' in their 'Our Reference', 'Your Reference' stuff at the top of their letter. The POPLA code is 10-digits long.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Essentially, the Landlord of our building employs someone to wander the car park everyday checking permits, they then issue tickets for not displaying a valid permit which is what happened in this instance. I think it's then passed on to Local Car Park Management to collect/manage.
A general question to members here ....
Even though Local Car Park Management are BPA members, they are being passed data from a third party to process and the landlord will not be a ATA member

My apologies. When you said you had ignored everything I didn't realise you had made an initial appeal to the scammers.
As already mentioned, if the scammers rejected your appeal they should have sent you a PoPLA code. If you didn't get one then you should complain to the DVLA and BPA about this.

Yes, they gave up after sending multiple letters and ringing me non stop....HOWEVER.....
MIL Collections have now bought the alleged debt and I have had 2 letters from these cowboys.
The latest states:
Further Action to Be Taken
You have ignored our previous attempts to resolve this matter. Unless we receive payment from you in respect of the above upaid debt we will have no alternative than to take formal steps to recover the debt outstanding.
THIS MAY BE YOUR LAST CHANGE TO RESOLVE THE MATTER AND AVOID ANY ADDITIONAL COSTS OR FEES BEING ADDED.
Our client has instructed us to prepare a legal file and instruct a solictor to issue legal proceedings. This action may be taken without further notice being given to yuo. In that event, your ability to obtain credit would be adversely affected. A bailiff may also be instructed to attend your premised and remove goods to see to pay the debt.
Payment can be made over the phone. Please quote reference number ***** in all correspondance.

Actually, they haven't bought the debt; the last letter is still a debt collector's letter as it refers to "our client".
You can of course make a complaint to the CSA, as MIL Collections are a member, although based on past experience the CSA are equally useless.

I'll see them in court. There isn't a hope in hell that I'm paying £196 to them.0
