    no , not NETWORK RAIL , the area is private and leased by the TOC from NETWORK RAIL under their operating franchise

    so its NOT a "normal" road

    and its NOT a "PUBLIC" road either

    there is no FINE here, PCM have tried a PARKING charge notice and yet only the TOC can issue a PENALTY charge notice

    PCM cannot issue a fine , or a penalty, and their PARKING charge notice has no basis in law

    what you need to know is who leases the area and stations etc under their operating franchise

    that TOC is the one PCM are trying to act for

    you dont need to bother, but the forum will let you post a dead link , but not a live link

    so you change the http to hxxp in your URL to the hosting site

    theres a sign saying no parking by network rail.. why do you think you dont have to pay the agency? dont they work for network rail?
