    You were quite in your rights to spend 30seconds reading the sign, why all the rubbish about feeing unwell for goodness sake!

    1. The registered keeper has more protection than the driver. Too late now.

    3. Don't understand what you mean by 'normal road'? A public highway? Is it covered by bye-laws? You need to check that.

    4. It's a bribe to settle early, cause no fuss and cause the PPC no extra work. If you want to fight it, you ignore the bribe. If you want to take the bribe - send a cheque. We never recommend falling for this stunt.

    my car is registered to a parent. I took the letter and appealed i had to pull over to get something out of my boot and went on my way. I appealed in my name was that wrong?

    Not really wrong in this case, because defending this one will be about the scam of not even allowing a person time to read a blinking sign...as shown in that Parking Prankster blog I linked. PCM specialise in this modus operandi but it won't cut it in front of any sensible Judge!

    However, never normally respond as driver - you could have thrown away a decent appeal, had this been a BPA firm, you would have blown it. So don't do that again without checking - except in lease/hire/company car cases, appeals should generally remain in the name of the keeper who receives the Notice to Owner/Keeper.

    i have 5 days to pay the reduced cost of £60 otherwise it goes to £100

    So? It's not a 'reduced cost' - it is a bribe. It can go to ten grand - you won't be paying PCM! Of course you don't owe any debt!
    what should i do next?

    so now i just ignore any correspondences sent?
    Would it be sent to myself now and not the Keeper (my parent)?
    But look out for the LBC letter should i ever receive it?

    I am awaiting the council to reply back to me about the road if it is a public highway or a otherwise.

    Yes i have read the sticky but wanted to check if i should do anything else as i have appealed stupidly as the driver.

    So now i just collect the letters and hope I can recycle them after all of this. :-)

    Seems very unusual to have hash markings down the whole length of a road like that.

    A quick google throws up this notice in the London Gazette from 2012 where Joseph Ray Rd was included in a Controlled Parking Area introduced by the London Borough of Waltham Forest, so looks like it did/does belong to the council.

    Is it a very low number who get taken the full way to court?
