Yes looking at the street view I agree you were wrong OP, take the 50/50
Unless lane views have changed since August 2016 (google street view), the left hand lane is for A325 and A3016 only and you need to be in the right hand lane for B3208 and I suspect they have done the straight on and left arrow when they repainted in anticipation of whatever is being built on the left being open
Funnily enough, I wonder if the other driver changing his story has ultimately brought about his downfall and the 50/50 - if he had stuck to his guns and was indeed going onto the A325 and could show photos of the scene proving you were in the wrong lane, he might have got it against you or at least more in his favour (if that's possible??)
The work on the roundabout has now been completed and where the cones were there is now nothing. I contacted the Surrey County Council Highways who confirmed I could take the B3208 from either the left or right lane, and they confirmed the arrows show that and the road names don't matter.0 -

As others have said, I'm not sure the council's opinion will matter to the insurer. It's a little unfair to expect motorists to heed one set of road markings but ignore the other. How are you supposed to know which markings are current and which are obsolete?
I still think 50:50 is a reasonable result for you.0 -

The driver in the right hand lane, should look to see if their exit is clear - cars on the left.
This is what most said on another thread when the driver (OP) was on the inside and and another driver on the outside going all the way around!

Forgetting any road markings for a moment. This is just basic defensive driving.
Why in the name of anything you might hold holy would you take the second exit of two, which is just past 12 o'clock from the left hand lane, especially when the first exit is a two lane road?
As for ignoring road names painted on the road, well neither the arrows or names (assuming they are still there which I am not totally clear on) are mandatory. That said in the event of a careless driving charge, failure to observe clear road markings would no doubt be an aggravating factor.
Even if you just take the arrows at face value on their own, they appear to suggest you can take either lane for either exit. This would have my danger sense into overdrive, as is a pretty mentalist layout with two lanes on all exits.0 -

You'll need to explain why was it obvious to you - Was he indicating?

They very much do matter - they tell motorists what lane to be in so they don't crash into each other!0
