It might depend on exactly what phone you have - you may not have stock Android.
On my Huawei P9 Lite (running Huawei's Android 6) it is:
Settings | Apps | Messaging | Storage ... in here there are 2 options - Clear data and Clear cache.
But remember that you might not be using the stock Messaging app ... what's the name of the SMS app that you actually use?
The messanging app is the stock one - called "messages"
I have just found Clear Cache - silly me
I have cleared it and will try another txt0 -
I've started seeing this too. Samsung using Google Messages (not Samsung Messages).
