I received a letter today from Lowell finance, stating that information provided from a credit reference agencies suggests that you are one of our customers and therefore we would like to speak to you regarding a personal matter. Should I phone them?0

Nope, nothing from my past.
I've fully settled every debt I ever had and my determination to have nothing ever to do with that particular firm was steeled by the way they treated my mother when she was a customer.
So you can imagine my unbridled joy when in short order, I got a letter from the original firm and then Lowell demanding a not insignificant sum from me.
The original firm have backed-off after a fairly brusque correspondence but not Lowell, who have just started pestering me again by letter and this time phone despite clear cease and desist instructions.0 -
And their right to sell-on my non-existent debt/personal information and have Lowell pursue me for it was what exactly?0

If it’s your name, your address, then it’s either your account, or one taken out fraudulently in your name.
Either way you need to deal with it, provit letter should be your first step, see what comes back.
Take it from there.

Someone has not paid this debt you mention. It may be completely unrelated to you, which is why you send the Prove It letter, to establish just where the debt came from.
Lowell are a typical DCA. Their tactics may be in question, but they buy debts in good faith. If the OC dropped a clanger, Lowell wont know this.
Send the Prove it letter, and deal with them from there. If it can be shown that the debt isn't yours, they will go away.
Remember everyone and their dog will deny debts that are theirs, so don't expect Lowell to go away just because you say so without going through correct procedure
