Each phone has an IMEI number, which in simplistic terms, you can think of as a car registration plate.

Now it is possible to change it in much the same way you can a car number plate, though generally illegal to do so in this country.

I would think that the phone has originally been barred due to it being lost or stolen, which means it would not work in the UK as all the service providers would not allow access to their network. By changing the IMEI number you change the identity of the phone but it appears that the IMEI is a valid number already being used.

I would say at a guess, that you've been sold a stolen phone that has had the number changed. This may have been done by the person who sold you the phone or they may have bought it as is and just sold it on. I would pull their contact details from ebay and see if they have a contact number and call them.

Can you check the imei number mate it should be 15 digits long, press *#06# on your phone and the number will come up.
