the threat letters and letters before action arer confusing , 2 tickets , cant referance the numbers to match , and the first one was supposed to have been cancelled as well?

There are two fines! They never cancelled the first one that my worker appealed! I was told it had been over the phone but it was never cancelled and that is the one from 05/15..... the second ticket is for the over stay and from 09/15

MIT was all confusing for me too as I didn't realise there was two tickets for over a year! I assumed there was just the one ticket. I don't pay attention to small detail half the time(dyslexia) and it was all very confusing!!!

7.9.15 Her partner arrived at 10.59 and left at 12.08.'= 69 mins

according to the surgery , this is NOT the "over" 90 mins as shown on the surgery website , hence asking you to email PE and to get a copy NTK showing times and timed photos of the incident

Will do. Weirdly though the second ticket is the one they agreed to reduce to £100 if paid by 18/01/2017. The first one remains £160 right now.
