You can claim regardless of whether or not you're workiing, and regardless of what your income is. In fact, in many cases, the allowance is what makes the difference between someone being able to work or not because someone who can't take the 6 am bus to work every day because getting to the bus stop half a mile away will cripple them can still get to work in their motability car.
Don't let the fact that your favourite Outrage Rags only ever highlight the obviously dodgy cases blind you to the fact that the vast majority of cases are genuine need and provide genuine assistance.
You completely gloss over the fact someone who doesn't work and is in receipt of PIP/DLA can have a free car.

I'm not glossing over it at all, I thought this was pretty clear:You can claim regardless of whether or not you're working, and regardless of what your income is.
The point is that disability payments are (rightly in a civilised society) a universal system which provides support to people who have care or mobility needs regardless of other circumstances.
Indeed, even our last Prime Minister claimed on behalf of his late son despite his Prime Ministerial salary. Of course, whether or not a politician could be accused of "working" is an entirely different debate.0 -

Why can't a disabled person have a free car?. I'm happy for disabled people to get free cars because (without trying to offend anyone) the thought of being disabled is awful!. People happily donate millions of pounds a year to charities helping people in other countries, so how could that happen yet the disabled people who live in the same street as you have to struggle with public transport?0 -

So? They pay tax. Every time they fill it up they pay tax. Every time they buy something subject to VAT, they pay tax. Remember the car is in lieu of payments. And that is if the holder of the motability car isn't working.
If they are working, then they are also paying income tax and national insurance. I have no issue with people claiming what they are entitled to claim provided they are entitled to claim for it. Motability is all that is keeping some disabled people in work. Trains aren't the best for disabled people to use, and buses are out of the question for the vast majority.
The knuckle draggers will find themselves in the same position as Strider. Bad posture gives you back pain.0 -

They pay tax with the benefits they receive. So the tax payers paying for their car and every time they're taxed.
