I have read all their terms and conditions and I can't find one mention of them only offering Chaps within branch!0

How does it offer it then - does it specifically state that it can be done through Internet banking?
Does it specifically state it can be done over the telephone?

You have your own solution right there then........use some money from TSB and some from your other accounts.
