No, they don't look at your incomings and outgoings at all. They only look at the incomings of the NRP and they include ANY child tax credits in the household, so even if the new partner gets them, it is counted as income of the NRP. ON top of this, if the NRP partner earns less than the NRP and they get working tax credits, that is also counted as income for the NRP. So whilst it may look initially like they take a flat % of the NRP net income, some forget to add these things on.

You are probably looking at an old CS1 case, where they took mortgage or rent into account and gave a personal allowance equal to that of income support, which often led to nil assessments. In your case you could have closed the case after March 2003, waited for 13 weeks and then reapplied under the new rules which give no such allowances.
Yes my case was an old one, in the end i was that fed up i told them to forget it ,it had been going on for years with no sign of any money, i then met my now husband and he provided for my son, it must of cost the CSA a fortune in paperwork back and forth to no avail, my ex even packing in work to avoid paying. In anyway had no contact for years his loss my son has grown up to be a hard working lad ,great job, lovely girlfriend and own 3 bed house. I hope everyone else has some success with the CSA unlike me. Mind it has to be better than the old system pre-CSA i went to court got awarded 5P YES 5P per YEAR, and had to send form back every year and attach a stamp. What was going on there!!!! As the ex was not working!!!
• My partner is also having major problems with the CSA. He has been taken to Court & had a Decree awarded against him for money he doesnt owe. We were at our wits end. I spent hours before & after Court case trying to get help. Couldnt get a solicitor to take on case on a Legal Aid basis plus most of them professed to not knowing how to deal with the case.

I would suggest that you email :

PSL@dwp.gsi.gov.uk

This is the office for Lord MacKenzie of Luton, Parliamentary Under Secretary of State. I did and he has ordered CSA to carry out a full investigation of my partners case.
